He attempts to put forth the problems of the army to the government, but is repeatedly frustrated. The prime minister, leading a weak coalition government, has troubles of his own, trying to survive in power amidst massive corruption scams and popular protests. A series of events leaves Raghavan completely disillusioned with the government. He realizes that the government decisions are motivated by political considerations even at the cost of national interest. When he learns that the government is planning to enter into an agreement with Pakistan that would be irrevocably unfavourable to the country and the army, he decides to act.
Raghavan overthrows the government in a bloodless coup and takes over as a caretaker prime minister. While managing to set quite a few things right, he comes to realize the pitfalls of running a government. He also realizes that his move has caused possible long term damage by misbalancing the traditional equilibrium of power between the government and the army which had stood the nation in good stead so far.
He orders elections to restore democracy, but the election results throw up a fresh conundrum.
